The following report was brought out by courier from Kathmandu, where all communication with the outside world is cut off, except for select satellite telephones and internet connections mostly controlled by embassies. The general public had no access to communication with the outside world from 10:00 AM on 1 February 2005 until at least 7:00 PM on 2 February 2005. All domestic telephones are also shut off, both mobile and land lines. People are traveling from one place to another to communicate.]

Freedom of expression, political organizing, assembly, among others, have been the first casualties of the king's takeover on February 1, 2005. Below are only a small number of incidents narrated by those working in the press sector in Nepal:


This is a photo of the building that houses Radio Sagarmatha in Kathmandu. This is South Asia's first community radio station, and it is now occupied by army personnel who require that all news is passed by them for approval, at least as of 2 days ago. The same holds true for other media outlets including the largest newspapers in the country.

1. All private media houses have been virtually run by military personnel since yesterday. In Rajdhani daily, one of the vernacular dailies published from Kathmandu, an army major commanded about a dozen military personnel and made the editors to show all reports to him for approval before the paper is sent to press. "You have written about Girija and Madhav Kumar Nepal for the last fourteen years. Now is the time for you to write about His Majesty the king", the major told one of the editors.

2. In the Kantipur offices, which publishes Kantipur and Kathmandu Post dailies as well as broadcasting the Kantipur news program on television, army personnel circulate through the newsroom. The newspaper staff reports that they have been told to pass all stories by army personnel for approval before printing the paper, or the newspapers will be shut down. Army personnel also stand by in the broadcasting building while news programs are being aired. The 2 February 2005 Kathmandu Post printed mainly news stories from the governmental news feed, the Rastriya Samachar Samiti, while most days this paper publishes mainly reports by staff writers.

3. In Jana Astha, a vernacular weekly published from Kathmndu, the army major sat in a chair in front of the editor's table and dictated word by word what he should be writing in the editorial. It was another matter for discussion whether the paper could publish an abstract cartoon, which showed a pigeon escaping from two hands, effectively meaning the peace will become more distant.

4. A number of armymen sat through the night in the office of Sankhu, a vernacular weekly published from Kathmandu, even though the publishers and editorial team had decided not to publish their coming issue.

5. Radio Sagarmatha, the first community radio station in South Asia, is now being manned full-time by khaki-clad and machine-gun-totting Royal Nepal Army officers. They have not allowed any news, discussions and regular programs to be broadcast. This morning (Feb 2), they did not even allowed a discussion on women's health problems of uterus prolapse. The officers said that no news can be broadcast from now onwards. The army personnel control the coming and going records of all the visitors including all the staffs (photographs attached).

6. In Pokhara, a city 200 kilometers west of Kathmandu, armymen told local media houses to shut down "until further notice". "You don't have to publish news from now onwards. This is the responsibility of the Kathmandu-based daily papers," an army personnel stationed in one of the media houses was quoted as saying to a local reporter of one of the national vernacular dailies.

7. The king ?invited? all the editors of major national dailies and ?asked? them to cooperate with his government.

8. All the FM stations outside the Kathmandu valley have been shut down.

9. Army personnel have taken charge of both Nepal Telecom and UTL, the two companies providing telephone and other communication services. All mobile and landline telephone service was still shut off as of 2 February evening.

10. Army personnel have taken control of all the internet-service providers in the country and have shut down all internet service.

11. Security forces have placed the leaders of most of the political parties under arrest until further notice. Student group leaders have also been placed under arrest. It is also said that the head of a major human rights organization was also placed under arrest.

His Majesty The King Of Nepal Makes The Right Move

Ever since the inception of the so-called multiparty government, the party bosses and their relatives and cronies have been looting the nation and its destitute people. The 'Elected Criminals' had disregarded all norms and standards of human decency and kindness. They have sucked the blood of the people. Had these elected criminals such as Girija Koirala done their job and discharged their responsibilities properly and honestly, there would have been no Maoist movement. The country and the people would have never suffered as they are right now. The multiparty followers created such a situation. All the party bosses must be held accountable. All the party accounts including those of elections of candidates must be transparent.

The whole country is in a terrible turmoil. The people have become much poorer than they were prior to the implementation of the so-called democracy. Under the circumstances created by mainly the Congress Party, His Majesty the King had no choice but to act. By rendering the corrupt, immoral, unethical, and unfit government powerless, His Majesty the King Gyanendra has taken a very bold, essential, and commendable step towards relieving the people from relentless corruption, injustice, and the immense suffering..

The peace loving people must whole-heartedly support the King in his attempts to help the country and the people. His Majesty in turn must take steps to punish each and every individual who has used the so-called democracy as a license to loot the people and the country. His Majesty cannot afford to let the criminals go scot-free. The people of Nepal have great faith in Monarchy. They believe that only the King can deliver the justice.
In the meantime, the people must help His Majesty and His Government arrest all the multiparty criminals and seize their illegally collected wealth. These criminals must not be allowed to run away to India and other countries. In addition, His Majesty and His Government must punish and ban any party, which has been involved illegal solicitation of funds. They must show their source of income. If they fail to do so, such parties must not be allowed to operate. Recently, it was reported that both Girija and his brother B.P Koirala were collecting money (in the sixties and seventies) from poor Nepalese workers in Bombay and its vicinity all in the name of Democracy. This is an act of deception and fraud. Moreover, the new government must find who was involved in destroying RNAC, the commercial banks and other corporations. It must also investigate the sale of all corporations such as Bhrikuti Paper factory and others and find out by how much the party in power benefited in terms of donations from those who purchased these factories.

The experience of the last twelve years has proven once and for all that Indian imported democracy spells DISASTER for Nepal and her people. Now, His Majesty must appoint individuals who have integrity and honesty to run the country. They must be highly ethical, moral and are willing to work hard to serve the people. The party bosses have no right to howl democracy now because in the last twelve years, they never practiced democracy. There was no rule of law and democracy without the rule of law is nothing but anarchy. His Majesty the King has the moral, historical, and constitutional responsibility of safeguarding the sovereignty and integrity of the nation.

The constitution must be modified to prevent people with shady character from running for the office. In addition, a candidate must not be allowed to run from more than one constituency. For example, party leaders such as GP Koirala run from more than one area to ensure their election to parliament. Moreover, there must be provision whereby an elected member of the parliament could be recalled by the people if he/she does something the people do not like. There must be a spending limit by a candidate during election e.g. not more than the total salary a minister makes in a year.

I also believe that His Majesty must introduce a higher form of democracy what I termed "Meritocracy". It is the right form of true democracy and not the fake one we had for the last twelve years.

HOW CAN HE COME TO SOME RIDICULOUS CONCLUSIONS. SHAME ON U KHAGENDRA THAPA. SHAME ON YOU. MUST BE AN INSANE PERSON. I SUGGEST HIM TO GO AND SEE A PSYCHIATRIST.

MAYBE HE WANTS TO RETIRE FROM HIS JOB AND GO BACK TO NEPAL. MAYBE WANTS TO BECOME AN ADVISOR OR SOMETHING OF THAT SORT.

Birganj (Nepal), Feb. 3: Mr Deep Blue Camouflage and Mr Olive Green Camouflage ? that is, men of the Nepalese armed police and the Royal Nepal Army ? stare deep into you as you move around the Himalayan kingdom?s second largest city.

Gurkhas both, their looks are stoic, betraying not the slightest emotion. You cannot, obviously, be a journalist because outward flow of all information has been banned. The iron curtain is much too real. This reporter masqueraded as an Indian transporter ? in Nepal on ?usual business? ? and moved around on a cycle rickshaw.

The man on the streets of Birganj, whether of Indian or Nepalese origin, is silent like stone, mostly out of fear, it seems. King Gyanendra, who has reserved all powers unto himself for three years, is seen as a ?tough guy, who knows no extent?. The late Birendra Bikram Shah was considered a liberal and an avatar of Vishnu.

Politicians ? from the Nepalese Congress, the Sadbhavana Party, even communists ? have been sneaking into India through Raxaul but hoteliers in the Bihar town are under orders not to disclose their presence.

One of them, however, opened up after pestering. ?The royal takeover is unconstitutional. The ban on the media is worse, a violation of basic rights,? said a Nepalese Congress leader of Parsa district, within which Birganj falls. He was in Raxaul.

?The Maoist problem is already there. We now anticipate a joint agitation by the forces of democracy,? said his associate. ?It (agitation) may take some time but it will happen for sure.? But ?democracy? was more a euphemism for him ? and in no way, an ideological standpoint for an alternative and desirable system of governance.

The three-day general strike called by the Maoists began today. While Birganj seemed normal, public transport did not move. Even drivers of rickety autorickshaws ? no public vehicle look new in this extremely backward region? were simply not ready to leave the city and drive even for a few miles to the outskirts.

Details of the bandh ? and of violence, if any ? were not available. But a trader said: ?A Maoist bandh in this part means total standstill. This call came before the developments in Kathmandu. Surprisingly, many shops in Birganj are open today. That is a change from the earlier time.?

Another resident said the change could turn out to be ?positive? ? the beginning of ?better times? than the rule of ?self-centred politicians who merely play power games?. ?If the king manages to strike a deal with the Maoists, he will become a darling of the masses. It is too early to say, but I feel he will give the process a try,? he added.

Nearly a dozen newspapers ? like Ankush, Prateek, Bypass and Narayani Times ? are published from Birganj. None came out for the second day today. The situation will continue for some time because the ban ? not mere censorship ? has been enforced strictly. ?There are informers everywhere,? a journalist said.

Shopkeepers from villages around Birganj regularly come to Raxaul for purchases. ?We just want our life to go on as usual. Peace will be a bonus. In my village, most people believe that Nepal is still a monarchy. The king is held in high esteem and awe,? said a middle-aged man who crossed over today.

The pro-palace Rajbhakta Deshbhakta Samooh and Nepal Rashtrawadi Sangha took out a ?victory procession? in Birganj yesterday, which was led by Pashupati Rauniyar and Janak Shah. The evening before was celebrated as ?mini Diwali?.

The fate of Madhesis (people of Indian origin in Nepal) is also being discussed. ?They can come under attack from the Maoists and the army. That will be very unfortunate. Nearly 25 lakh Nepalis work in India. The hills are vacant due to migration. We too need protection and an assurance from the Indian government,? whispered an elderly Madhesi at a betel shop.

The Nepalese Congress leader in Raxaul claimed he anticipated the ?coup? when a meeting of the pro-palace Raj Parishad was held in Kathmandu late last year. ?Former minister Jang Mehar Shreshtha had expressed concern about the meeting,? he said.

The film Padmashree Laloo Prasad Yadav is not banned in Nepal, unlike the poll-bound Bihar. It is drawing a good crowd in Birganj.
