Its Called H4..100% VISA...Regarding process I think you just need letter from your employer and copy of H1b thats all.

H4 should not be tough.Send all ur docs also the client letter(if u r consultant) stating you job description.
Ask ur spouse to include wedding pic,wedding card(if u have one) and marriage certificate in the doc list.Also send ur 3 -4 pay stubs with H1b package pay .

Never heard of any H4 on hold. Its the easiest visa to get.....send your I-797 (H1 approval letter), tax return and a letter from your employer stating how much you make etc..it takes less than a week.
