We can't - the Bar Association is on strike half the time, the judges are busy dealing with political prisoners, there is a civil war and many people don't even get to appear in court as justice is metted out to them long before they step into a courtroom ( thanks to Maoists and RNA room service). What do the French think we are - a functioning society?
