Yes, You can. But I would recommend to apply for Masters in Computer Science if you really want to be in the relevant field. I would also suggest to apply in low tier university where acceptance rate is higher with commitment to complete the prerequisites on time. Its rewarding in long run. Good luck !!

Also you will not necessarily need a computer science degree to get into IT filed. Just start with some IT certifications and move up from there. As long as you know what you are doing degree is just in paper.

I think you wanna get jobs in IT field. But let me remind you starting from Bachelor level will not make you job competent. As other guys mentioned, you just need to have specific knowledge and skill to get a job. I am afraid you will get frustrated if you join and try to finish college at this stage of life. You have to go through so many unnecessary courses to fulfill your required credit. So why to waste time, money and energy on those subjects that you already have completed. Things might get little complicated based on your visa status. I think that might be a reason, you wanted to go back to college to maintain your F1 status. But if that's not the case, then I would suggest you to choose a specific subject that have a growing demand like app developer, java developer or sth else and get certifications on that and you will be good candidate in today's job market. Though its never too late to learn new skills, DONOT GO BACK TO COLLEGE.

i have question regarding admission in new university. ( i am in student status) 1. what documents in general do university required to get admitted in MS degree in IT (computer science, mechanical engineering etc) 2. Will a MBA with accounting student can be eligible to get admitted in technical school for IT (i know know thing about IT :) but have basic knowledge about Database, and some bespoke software ? 3 Is there any university that SAJHA people know which has atleast minimum requirements.any input will be highly appreciated 4. Do i need to have GRE, GMAT TOFEL, IELTS (what ever jargon these university have in their dictionary) if i want to get admission to a new university? or it depends on the university that i apply?

Agreed. But I cannot speculate your unique situation. If you have F1 / OPT and status related challenges while at the same time being an average student and is facing the challenge of financing a college course. These combo of challenges will make my opinion sound a bit hypocritical. But the point that many fellow Sajhaites are trying to make is that College Education may not be a guarantor of Jobs. Coursera, Udemy and edX are giving traditional college courses a run for their money. But research have shown that success in a Coursera classroom relies largely on your previous Classroom based educations (traditional colleges). If you are a smart and academically successful student, based on your past performance, than conventional state and private colleges are superb choices. TL;DR - Maintain status by taking a cheap course but do a Master's' Degree. Explore the basics of and specialization thereof in IT by taking online and self paced courses for Free.
